Arguments 

There should be a tax on packaging.

• The tax should be multiplied by the 'recycling index' for that material.
eg. glass milk bottles are 95% re-used so the tax would be multiplied by 5%.
But perfume bottles are 0% re-used so they would attract the full rate of tax.

• The tax should be based on the ratio of the volume of the package to its contents.
